The difference between a criminal record extract and a certificate of good conduct
Many people confuse a Criminal Record Extract with a Certificate of Good Conduct.
Criminal Record Extract - a detailed document including all criminal records (even those erased or closed).
Certificate of Good Conduct - an official document issued by the Israel Police at the request of specific authorities only (such as foreign governments, government institutions, or official agencies). The certificate indicates whether the individual has active criminal convictions or no criminal record at all.
The criminal information law and the rehabilitation of offender's regulations, 2019
This law was passed in 2019 and came into effect in early 2022. Its purpose was to put an end to the widespread practice of employers demanding a Criminal Record Extract or a Certificate of Good Conduct as a condition of employment.
Before the law, any citizen could approach the police and obtain a printout of their criminal record - a situation that created violations of privacy and excessive, unlawful demands by employers.

Who is authorized to obtain a criminal record extract?
Only a lawyer, authorized by power of attorney on behalf of the client, is allowed to receive an official extract – for representation in court or before a competent authority.
The law defines a limited list of bodies authorized to receive criminal information directly from the authorities:
* Israel Police, Shin Bet, Mossad
* IDF - Intelligence Directorate and Military Police
* Israel Fire and Rescue Services
These authorities receive the information directly and are not permitted to demand it from the citizen.
Obtaining a criminal information extract - the process
Any person may request a criminal or traffic information certificate, even if they are not an Israeli citizen, provided they have a valid passport. To receive an official copy of a Certificate of Good Conduct in Hebrew, one must apply through a lawyer, as it is not possible to obtain a copy of a criminal information extract without legal representation. Independent arrival at a police station allows viewing the information on a screen but not receiving a physical copy of the certificate.
Once our office retrieves the extract from the police, if necessary, we will arrange for an apostille after translating it into the required language and issuing a notarized certification.
Viewing a criminal record extract
Currently, citizens are only allowed to review the extract at a police station, in the presence of an officer, and after leaving any recording devices outside. It is possible to write down details manually but not to copy or transfer the information to others.
Criminal record vs. Police record
The criminal record includes active criminal convictions.
The police record also includes open cases (under investigation) and closed cases that were not closed due to lack of guilt. For example:
* a case closed for lack of evidence or lack of public interest remains in the police record.
* a case closed due to lack of guilt is completely deleted.
When is a criminal record extract required?
A Criminal Record Extract is required in various official and sensitive situations where an individual’s reliability, responsibility, or suitability for a specific role or process is examined.
Important - only a lawyer is authorized to obtain a Criminal Record Extract on your behalf, with your signed power of attorney.
Visa and immigration to foreign countries
Sometimes a Criminal Record Extract is required as part of a visa or citizenship application in certain countries. In these cases, the lawyer obtains an official Criminal Information Certificate, translated and legally certified, for submission to the foreign authorities. Since the extract is in Hebrew, a notarized translation is often required.
